Laws that target the homeless on the rise
Like many cities with temperate climates Sarasota, Fla., is struggling with a growing homeless population. A lawsuit against the city argues that the issuance of citations for sleeping outside has criminalized homelessness. Special Correspondent Karla Murthy reports. This is part of an ongoing series of reports called 'Chasing the Dream,' which reports on poverty and opportunity in America.
